Assuming the CB0 hasn't changed since the last time I saw it. Correct me if necessary.
For a brief moment energy sparks and crackles across a spot up above the central table. Form of a middle aged woman materializes in mid air and is suddenly dropped straight onto the table making a big mess of all the notes and scribbles.
"Ouch. Oof. That was one hell of a ride."
She rolls down from the table and stands up, dusting off her clothes. She is wearing a traditional garb of the eastern Mintanlan orders and a necklace of stringed knuckle bones. Root of her nose is pierced with a mithril needle. Gray pin pong sized stone is whizzing around her head and she is carrying some sort of brass propeller contraption on her back. You can see her body is in pretty good shape, her sleeveless shirt revealing muscular arms. She looks around and clears her throat.
"Hey. I'm Joffi. Nice to meet you and all. Wouldn't happen to know where the heck we are?"

Before anyone can respond there is a cry of "Shite!" a flash of similar energy and a wiry women in an oversized military coat comes tumbling into existence, hits the floor, bounces, and comes to an abrupt stop at the nearest wall.
Scrambling to her feet the woman quickly brings a complicated-looking rifle to bear on the rooms other occupants.
"Okay where in the ever-loving gods am I?" She demands. "Normally jumping off a roof doesn't drop you into an enclosed room."
This is Stephanie Klimp, swashbuckling philosopher extraordinaire. Call her 'Steph'.

If I remember correctly there are four paths leading out of the Cell Block 0, one in each cardinal direction.

She tentatively lowers the gun, then reachs and returns the hand shake. "I'm Steph. Glad to make a friend Joffi. Now who are the rest of you and where are we?" At this point Steph has slung the gun back on her shoulder and is more relaxedly disposed.

Elizabeth hesitantly backs away from Joffi's rifle and watches how Stephanie responds to Joffi before offering her hand too. "We're all stuck here together--you probably know as much about this place as I do."
"But, nice to meet y'all! While we're all stuck here, the more the merrier!" Elizabeth tries to offer her paralyzed hand, before realizing her conundrum and offering the other instead. "We're doing some... shopping right now, but would y'all like to join us to find the way out?"
@spwack, does the scroll of stinging staff apply to an axe since it's like club-adjacent? Or, does it only apply to blunt weapons?

Well Stephanie is certainly interested in discovering more about this strange situation so she heartily agrees to join you! She examines the vending machines curiously but doesn't have any cash on her at the moment. "Anyone interested in purchasing a telescope?" Steph idely asks everyone else.

I likewise agree to join an exploration party wherever they might head to.
Btw all the vending machines (as well as many other things...) in the dungeon are sentient and sapient. The one in this room has a personality of an old and grizzled soldier. He'll probably like you? You might see once Spwack comes around.

"ATTENNNN HUT!" roars Sergeant Toughmuffins from the corner of the room. The vending machine looks sturdy and tough, and is daubed in shades of green grey and brown. "IF Y'ALL MAGGOTS DON'T GET ALONG I'LL NEED TO COME ON OVER AND SORT YE OUT MESELF!"
The sergeant's accent seems to vary between Imperial and Elder-Coastal, but has an unmistakable air of authority. The sergeant's reinforced glass frontage is full of helmets, a greatsword and a selection of bandages, splints and other field-medical equipment.
Elizabeth's arm has mostly recovered, it stings with pins-and-needles but you've gotten mobility back to all but your smallest finger. The stinging-staff scroll would apply to the haft of the axe, but not the blade.
The two newest members of the group have been shunted out of the cages that line the walls and landed on the table, which so far shows but a few journals and maps (which you can read in the Discoveries and Maps section). Perhaps Henry and Elizabeth would like to explain where they've been and where they are planning on going next? There are indeed exits in all four cardinal direction.
If you're looking for more vending machines, Professor Spell-o-Matic has been relocated to just around the corner, while One-Hit-Wonders is down the hall to the east and along the right.

Henry XIV is a man made out of milky white porcelain, armed with a hammer, and wearing a regal purple robe. "Greetings, newcomers. You have the honour of addressing His Majesty King Henry XIV." I don't have a strong idea of where to go for the next expedition. Long term I would like to go back to the beholder and try to steal more gold, but not right away. - North and west is a cavern guarded by a laser skull. It's pretty powerful and aggressive. - North and east leads to a room with a tank full of poisonous goop. Could be a useful weapon if anyone has empty containers. - West is a room where you can hop in a mine cart and shoot up into the ceiling. I don't know if it's safe or not. - South and east are unexplored areas.
If any of you have an agenda to pursue, I'm happy to tag along with that, otherwise I suggest we just strike out in a random unexplored direction.
Spwack I would like to talk to Sgt. Toughmuffins and see what he has for sale within my price range. I would also like to visit One-Hit Wonders, whatever or whoever that is.

I have no agenda personally. Exploring a random directions sounds good to me. Probably not north. That way sounds pretty dangerous.
I believe One-Hit Wonders was an arrow seller vending machine?

One-Hit Wonders sells potions, Flight of Fancy (not present in this area) sells the arrows.
"Heyyy how you doing man? Hey hey I've got a whole bunch of neat-o potions and panaceas for youuuu!" * Potion of the Legendary Scoundrel, 170 (Turns the drinker into a masterful rogue until they fall asleep) * Potion of Osteography, 70 (Applied to skin in bright light, promotes bone-growth. Applied in darkness, causes bone to be reduced without weakening) * Potion of Flying Wine, 100 (Causes drunkenness and flight) * Potion of Grasshopper Transformation, 70 (Turns the drinker into a grasshopper, turning back is a little complicated) * Potion of Defend Teak, 45 (Turns anything made of teak as strong as steel) * Bottle of napalm, 30 each * Bottle of poison, 30 each

I think heading south sounds like a good plan! Steph has no money for purchasing (and neither does Joffi I believe) so as soon as Elizabeth and Henry XIV have had a rest and got their whatever needs doing done I say we head south!

Heading down the south tunnel, the path curves and the humidity rises all at the same time. You come out onto a little ledge overlooking a bizarre underground swamp. The centre of the chamber is dominated by an impossibly large beanstalk, wider than any tree any of you have ever seen, the shoot smashing up through the ceiling and the roots plunging down through the mud into the depths below. All around hop frogs the size of small cows, croaking “woe is me” every so often. Insects buzz, pools of water fester, and thick gloopy mud is everywhere. There are two exits, one to the south-west, and one to the south-east which appears to have a tiny river trickling down it.

I'll retroactively buy a Scroll of Swan Bat (50c), a bottle of poison (30c) and a Potion of Flying Wine (100c). So I've spent 180 and I have 160c left. Are there any hard encumbrance rules?
Also, just for my map fixation, One-Hit Wonders is located east and then south from CB0? Any other features or exits in the room?

Ka-ching. Not yet, but you do have to list where you are storing the various items you are carrying (hooked on a belt loop, in a pack etc)
One-Hit-Wonders stands in the centre of a small chamber on a raised dias, with drainage channels cut into the rock. Entering from the north, there’s another exit leading to the south-east.

"Woe" croaks the frog back to you, as you pass. The swamp is only a few times larger than Cell Block Zero (which you've just left from). There doesn't seem to be much more threatening than a bit of mud and few too-inquisitive insects.
Heading south-west, you step up from the muddy quagmire and into a long hallway that stretches towards the west. There's a large conveyer belt dominating the middle of the room, with strange machines poised around and above it. Some of them are frosted with ice, and many show the same bizarre scratches that mark the stone walls and floor around the belt. There are six levers on the east wall closest to you, and a large hatch has opened up revealing some kind of empty container, as big around as a man can reach.
You can investigate further down the hall, or keep going south into another tunnel. You can hear the sound of far-off running water coming from the south tunnel.

There are six levers across the back wall, only the second one has any distinguishing features, it looks like it can be shifted sideways at the mid-way mark (a bit like a gear stick). However, none have any labels.
Heading down the length of the hallway, you see more bizarre devices, arranged on the ceiling, one of them looks like it's been repaired with... some kind of claw of a beast? Strange. At the far end there is a selection of hatches, one at the very far end, one off to the side that looks pretty heavily reinforced. There are also two passages, one heading north, and one heading straight south to an iron door.
As you look down you can see a bizarrely-hatted man sitting on the floor. He has the look of someone from Cell Block Zero, just incredibly dazed. Perhaps some of the weird stasis magic that fills the cage hasn't quite left him yet?

Once Ronald looks like he can move, I'll lead him back to the rest of the group. I'll report what I've seen: more machines, more hatches, two exits, one north, one south.
"Looks like we could spend ages here figuring out what these machines do. Anyone fancies pulling a random lever?"

The door to the south looks very closed.

The hatch nearest the way you came in clonks open, revealing an empty canister. There's a vvvvvvvvrrr-tonk-tonk-tonk as something inside spins wildly. In addition, a barrel full of lumpy-looking spheres of metal is revealed, as well as some kind of broken mechanism flailing haphazardly.
